Faced with a teacher shortage, Obama school principals are increasingly relying on other ways to get teachers into classrooms, including securing college graduates who want to teach but don't have the proper training.
Alabama Emergency Teacher Certification
Statewide, 1,300 of the 47,500 teachers, or 3%, taught using emergency certification during the 2020-21 school year, the most recent year for which school-level data is available. That's three times the number of qualified rescue instructors five years ago.

In the 2021-2022 school year, that number increased to 1,800, or nearly 4% of all teachers, according to state-level data released by Obama's Department of Education.
The largest number of emergency medical workers, more than 600, teach in elementary schools, positions that are easy to fill. Ten years ago, the state issued nine initial emergency declarations.
The end of training is a source of anxiety for parents whose children become apprentices to educators who have not yet learned. Jeffrey Wilson recently withdrew his 10th grade daughter from a business class in Tladega County taught by a teacher with no teacher training.
Wilson said her teacher relied heavily on video instruction, a method that wasn't appropriate for her daughter or other students. 10 of the district's 500 teachers, or 2%, used emergency certification for the 2020-21 school year.
Programs And Checklists
Tladega Superintendent Suzanne Lacey said her district provides instructional coaches who are fully certified or work with new teachers, even though they have to rely more on those without emergency certifications or traditional education training.
"We regularly support them in the habits of being effective in the classroom," Lacey said.
Forced to hire long-term substitutes and only people with high school diplomas, vetted officials have no choice but to urgently hire someone with a certificate and work to become an effective teacher.
"We want to hire college graduates with teaching certifications who are ready to enter the workforce after graduation," said Obama CEO Ryan Hollingsworth. "But they're not there. Colleges don't produce them."

According to 2020-21 school-level data, suburban school districts such as Homewood City Schools had no teachers using emergency first aid certification, but nearly 20% of teachers in rural Lowndes County had emergency first aid certification.
At Lowndes County Central Elementary School, one of the district's three kindergarten-through-fifth grade schools, 42 percent of its teachers are certified as emergency responders for the 2020-21 school year.
In Wilcox and Barbour counties, which have a majority of black students, staff qualification rates were close to Lound's, while Bibb and Autauga counties, which have a majority of white students, had fewer than 1% of teachers with extraordinary certification.
In 2019, the number of qualified emergency teachers increased dramatically after lawmakers approved a proposal to extend the length of time teachers can use emergency certifications to teach from one year to four years.
Alabama Board Of Education Approves Temporary Teacher Certification Changes To Combat Teacher Shortage
State officials say it's a temporary measure, but it's unclear if the four-year ban will be reduced soon.
The National Council on Teacher Credentialing recommends limiting emergency certification to one year, but if that's not possible, states should limit that period to as short as possible, said Policy Chair Shannon Holston.
"There's a tension there," Holston said, "that you have to be flexible to meet these tough staffing challenges, but is this person going to be a great teacher for your child? Or is the district going to fill in and not meet their professional standards?
It's possible to become a strong teacher without traditional training, says Vic Wilson, director of the Obama School Leadership Council, but school leaders need structures to help them do it.
With Teachers In Short Supply, States Ease Job Requirements
"Your [district] will train them," Wilson said. "If you have someone who hires an uncertified person, puts them in a classroom, and then doesn't check to see if they're offering the skills they need, that's a no-brainer."
Wilson said that in many cases, emergency medical certification is a good path to the profession. "You have great teachers all over the state who started in unconventional ways," he said.
This is how Pamela Davis began her career as a teacher. She said she had a degree in business but really wanted to be a teacher. After working as a consultant in the field of computer information systems, he retired to teach.
Back then, in the early 2000s, aspiring teachers had to take college courses on how to teach to get triple-track certification, which was expensive, he recalled.
Pros And Cons Of Alternative Certification Programs
In 2007, Davis became fully certified and began teaching sixth grade math. Again, she said, her worldly experience brought to the school skills that most teachers don't learn in teacher training schools.
"I was able to analyze and analyze data, get test scores," she said, and develop strategies using sml groups and other skills I brought to teaching. "I already have the leadership skills I learned in corporate America."
Davies felt the prospect of seeing his world anew, something traditionally trained teachers couldn't experience, added flavor to his lessons. He is currently the assistant principal at Hoover Middle School.
Davis is a success story, but it's not clear how many teachers get emergency certification, get full certification, and stick with the profession.

The Obama State Board of Education today approved a set of changes to teacher testing requirements.
Uncertified Teachers Filling Holes In Schools Across The South
The changes are effective immediately and will apply for the 2023-24 school year. The short-term fix is the latest move officials have used to attract and keep more teachers in their classrooms. Other changes include big raises for experienced teachers, increases in substitute pay, and stipends for teachers in some of the most needed areas, such as math and science.
Currently, to qualify as a teacher, teachers must pass the Praxis Teacher Exam in their subject area, have a 2.5 GPA in their subject area, and pass the edTPA assessment, which measures teaching skills.
At Tuesday's meeting in Montgomery, board members approved an additional option for teachers struggling to pass Praxis. Board members voted yes, with Stephanie Bell dissenting.
If a teacher scores below the required score, the teacher's grade point average or 100 hours of in-service training must be completed.
Bill Would Allow For Profit Training For Alabama Teachers, Cut Certificate Time
If a teacher scores within one standard error of the final score, he or she is eligible for certification if he or she has at least a 2.75 GPA in that subject area and passes the edTPA.
If a teacher scores within one standard error of the required passing score, passes the edTPA, and graduates from an Obama college or university but does not have at least a 2.75 grade point average, a teacher is eligible for nonprofessional certification. Over the course of three years, they complete a 100-hour apprenticeship approved by the State Department of Education to pass Praxis.
In school districts with "special critical needs," the district's superintendent may request an exemption from hiring and, if so, hire a teacher who scores at least two standard errors below the required Praxis score for his or her content area. he meets the additional requirements. This teacher must still pass the edTPA exam and must have a minimum of 2.5 in their major.
If this exemption is approved, the teacher may obtain a non-professional teacher certificate for up to three years. During the interim certification period, the district must assign a "high-performing mentor" to the teacher, who must meet a combination of Praxis scores and GPA to eventually pass the Praxis test or receive teacher certification, one of the new options approved by the conference. .
